According to an arrest warrant, 29-year-old Kenneth Lloyd Conners III hit bicyclist 45-year-old Billy Watley, who was riding his bike in the 1200 block of Kleberg Road. The accident near Cool Mist Lane threw the bike into the grassy area near the road. Police reports indicate that Watley was headed southbound on the street in the South Dallas neighborhood when he was struck from the rear and knocked to the ground. The man stopped his vehicle, got out and talked to the bicyclist. Then, he called 911 and put a pillow under the bicyclist’s head. When sirens could be heard in the area, Conners’ got in his vehicle and left. Watley later died from injuries from the bicycle accident. Police obtained footage of the accident from a nearby house’s security camera and released it to the public. Tips came in from citizens about the vehicle and where Conners might be found. The police arrested Conners on September 15, 2022, and, at the last report, he was in the Dallas County Jail on a $100,000 bond.
